no steering, hydraulic leak..????

Hydraulic steering - I've been pondering whether hydraulic steering might be a viable solution to my steering problem. I have a 20' inboard jet with a Hamilton 212 pump that has about 45 degrees of slop or dead-zone in the As it's only ~ 270 degrees..

Just bought the boat, took it out on the lake and did well for an hour, after an hour, cut it off...started back up and had no steering....Buddy had to manually turn the engine to get us back to shore...when turning the engine he noticed that the hydraulic cyliner was leaking...Do you think it may be a seal...or what? Where should I start...Doesn't steer at all.
its a 70hp 1984 tohatsu outboard..cranks right up, just can't steer.. I would appreciate any help you can give.
