Liberty State Park in NJ it's right behind the statue, the harbor is a ride
you'll never forget. I believe it's legal to ride, but you might want to check
with park authorities to find out details.

I visited Liberty State Park (NY) several times last year and went to the Statue and saw ski both times out there. I
could not see where to launch at Liberty State Park, although there is a decent marina adjoining the park to the north.
I tried but could not access the marina from Liberty State Park though.

That Said, you couldn't pay me to ride a ski (nor swim if broke down) in that water.

a) too much trash and floating debris in water to clog jet
and I would NOT want to be stranded on or in THAT water.
b) brown water, zero visibility (is it that way all year round?)
c) large waves due to heavy large boat traffic.

Maybe I'm a wus, but that's my opinion,
