What is the proper torque setting for 657x ?

Post subject: What is the proper torque setting for 657x ?

I can't seem to find the proper torque recommendation for my 1995 GTX 657x.
I am getting water into my clinders causing the engine to run rough. (I just
replaced the pistons, rings & bearings).

I am now tightening the 12 bolts that go through the water cover, through
the cylinder head, and into the cylinder block. I have tried dry O-rings,
O-rings with gasket sealer, and various torque settings. I still get water
beads on my spark plugs.On the 'net, I see settings ranging from 17 ft lbs
to 30 ft lbs. My Clymer mechanic manual has N/A for the settings.. What is
the answer ?

The machine does have after-market exhaust and carbs.

Cold cylinder compression is 150 & 148.

Perhaps my cylinder head is warped and I need to have the head milled a
thousands or 2 thousands.
