Hi my mate has just brought a redband merc mid 90s and the water cooling and
exhaust are coming from the top engine mounts and filling the boat with
smoke and some water can anyone help.

The exhaust horn may be plugged up with a large knob of carbon because
the previous owner used cheap oil and rarely ran it hard. If you remave
the lower unit you should be able to access the exhaust horn to clean
it out. It would also be a good idea to change the water pump impeller
while you are in there.
