Post subject: gelcoat problem

Got a 1990 model bass boat and the gel coat faded. Wet sanded it down to the flake and clear coated it with automotive grade clear coat. Water formed under the clear coat and now the clear is flaking off. What would be the best fix? Can gelcoat be sprayed like clear coat, and if so, how?
