Post subject: child's carseat in a boat?

I was considering attaching some children's carseats in my 14' boat, to keep
my kids (2 & 4) secure in rough water. I've never seen this before (much
less seatbelts). Is this due to the risk of being trapped after a capsize
(despite being VERY unlikely)? Are there any specific regulations?

What kind of boat doesn't capsize? Maybe you have a boat as original as
your child-retention idea.
