I have an Apelco VHF mounted in the nav station with a remote speaker in
the cockpit. A Raymarine handheld is kept near the helm. Of course the
handheld has nowhere near the range of the fixed VHF below. Instead of
replacing the [perfectly good] Apleco VHF, I would like to install a
second fixed VHF at the helm connected in such a way to share the mast
top antenna.

Is there an adapter or junction/splitter type device which will allow
both VHFs to be on at the same time (not transmitting, of course) and
share a common antenna without manual switching or other intervention?

Don't do it, you'll probably wreck both sets.
Fit a second antenna, that way you have a complete back up if anthing goes
wrong.

I have seen VHF power amps that have an electronic form of switching that
works with 1/4 wavelength stubs of coaxial cable, shorted by shottky diodes.
Such a setup can also be made for connecting two radios to one antenna. Any
ham can build such a thing.

I agree... Don't do it... My boat has 2 9DBs on it, one for each radio
BUT, I understand many people cannot do this... I rigged my previous
boat has the MAIN radio on the MAIN antenna. The backup (Cabin radio)
is connect to a small antenna (3' I think... typical sailboat antenna)
that I left stuffed vertically in a side compartment... not great for
long range but the cabin radio is usually used to talk to other boats in
the marina (When's happy hour.. etc), listening the the weather, etc
etc. I also ran an EXTRA wire from the back on one radio to the other
and keep a F-F aboard. THEN, If one radio breaks or an antenna breaks,
I can rewire very quickly.

Good luck

Especially when they may be tuned to the same frequency!
If there was some frequency separation it would be much
easier to accomplish.
