Post subject: Towing Info Wtd

We are currently having a discussion re towing of disabled boats.My
friend says that if the disabled boat's bowline is used, he is
responsible for any damage to his boat, and if I drop a towline to him,
I am responsible??
Seems to me that the boat doing the towing is always responsible for
both boats as he is the only one who can control the movement of either
craft, any one know which Collision Reg would cover this???
