I have a TS 650 sitting in my garage which has been sitting there for
years.

I don't know what year it is, how would I find out?

This was used for years and then simply parked in the garage, where
its sat for about 5 years. The gas tank was bone dry so I don't think
congealed gas is an issue.
We've replaced the battery, topped off the oil and gasoline, ensured
that the plugs are getting a spark, carb and air intake system have no
obstructions, and all wiring is intact. The sparks don't appear to be
getting gas, and the machine wont turn over. The starter motor chugs,
but with no gas in the engine, very little is happening beyond noise.

What could we be doing wrong?

Does anyone know where I can find a cheap service manual for this
thing?

Is the motor turning over strong or is it labored? The carbs need to be
rebuilt. thats why no gas getting to cylinder. if the starter is not
turning over strong check the battery conections for good contact if
thats good. Looks like the starter is weak and needs to be replaced.
