What colour?

How powerful?

For 2 bucks you can buy a red laser diode pointer at many dollar
stores. The diode inside can be modulated by application of
pulsed / modulated dc.

Do you want a moving mirror beam swinger? Software to swing the
mirror? D/ A ciruitry to drive the mirrors?

How does your desire relate to canadian recreational boating,
just out of curiosity? I was going to use an animation circuit
to draw pictures on my sails for the blessing of the fleet
illumination sailpast, a few april fool's days ago, but never got
around to it. Couldn't find a way to animate a cartoon of the
commodore going down on his ship.

I'm pretty sure the message is referring to the Laser sailboat:
