I am thinking of buying a new boat and trailer from the US and importing it
myself by towing across the border.

Can I just turn up at the border, present my receipt and pay the PST and
GST?
Is there any duty to be paid?
What about the trailer? Is this more complicated because it needs a licence?

I imported a used boat into Manitoba a year ago. The boat itself is no
problem. You need proof of ownership, of course. In my case, the title
document from the dealer. Pay the PST and GST. I also had to pay the
Minnesota state tax.

The trailer was just over 15 years old and therefore was not subject the
registrar of motor vehicles. I just had to pay the GST. PST was payable
later when I got my license plate. A younger trailer would have been
subject to a $189 fee and would require a safety inspection upon arrival at
your destination.

The tricky part is insurance and license during transit. For trailer
insurance you need to contact your local insurance office as this varies
with province. In my case, I could not get insurance or plate because I did
not own it yet. There is some sort of transit insurance but I forget what
it's called. The state you buy the trailer in will issue you a transit
sticker in lieu of license plate. You may be able to get this at the
dealer. It is only valid in that state. You need another one for every
state you travel through. It also becomes invalid at the Canadian border.
You would need to find an insurance office at or near the border crossing.

I couldn't take the headaches of all this and I just brought the plate from
my old boat trailer and stuck it on the new one. I towed it home that way.
It was never questioned at the border.

When at the border, ask to fill out your boat license form and they will
issue you your number. They are the same people and you can take care of
this at the same time.

I was thinking of doing the same and I have a question. At one time you
could buy an item (a boat) and keep it in the states for a year (at a
marina) and then come across without paying any taxes. Is this still
possible today? Brokerage, GST/PST, exchange rates and state taxes can
sure add up!

A friend of mine just bought a Catalina 32 sailboat in Boston, the boat is
US and my friend lives in Quebec.

Next year he want to bring the boat back here but it will have to be "in
bond" so that mean, you can't be in Canadian water if the boat is US
registered and you are the owner on board. Coast guard will get after you
and so the Ministy of revenue also.

I've imported my boat 5 years ago, it was a used one. The boat was US
registered but the owner (US citizen from Florida) kept it in Rockport,
Canada (thousands islands). I had to pay GST upon bringing it to Quebec
because we have no taxe on used boat here.

Do know about taxes in BC and neither if you share a common area of water
with US ?

I am not sure, that is why I asked! I am not trying to do anything
illegal but rather I think of it this way. When I do my income taxes every
year the people at revenue can and elsewhere try to save you money on your
tax claim. It seems to me there might be something in the Free Trade Act
that might allow a person to save a few dollars. It might also involve
duel citizenship and green cards... does anyone have any ideas? The last
thing I want is trouble with customs or the police. I am law abiding!

Suggest you contact a customs broker - there are many and they are
professionals that specialize in answering your very question - you might
also try one of the US brokers that advertise in Pacific Yachting - i
imagine if they are advertising to this market they must have some idea of
how to import.

I dont believe you can avoid the provincial tax, as I paid that on a boat I
bought here locally used - when i registered the boat they sent me a tax
notice !
There are no duties if the boat is of US manufacture, but GST usually has to
be paid ONCE on anything in the country, i assume that would include a used
boat but i dont know.

You may also want to check with the customs broker or US customs - a few
years ago , because of car theft and chop shops i believe - they
implemented a border inspection policy that all vehicles had to be available
for (um 48 or 72) hours at the point of exit for examination and
documentation verification (running vin numbers , etc). While this may not
include a boat, it would likely include your trailer. It certainly included
a small scooter i was trying to bring up from seattle last year - none of
the commercial truckers would bring it because they said it would be held at
the border. I believe i got the full details from Pacific Customs Brokers @
the truck crossing - they faxed me lots of customs forms and regulations and
gave me lots of info @ no charge.
