You should be able to catch whiting in the surf then. These are small,
lively fish best caught on light tackle. Basically, from the shore, you
cast out into the first trough between sandbars, which usually is not
that far offshore. You want a light, whippy, 6' or 7' rod, 8 to 10 pound
test and maybe a one ounce sinker with spikes. Best bait is live shrimp,
second best is dead, unfrozen shrimp. Small hooks. Filet them and they
are great eating lightly fried. No strong fishy taste.
There's a guy named "Cruise" who fishes out of Matanzas Inlet, north of
Cocoa, who has a wealth of info on surf and nearshore fishing in that
area, including photos of what you can catch:

If it was me, I'd be thinking of wading into the Indian River. I haven't
fished that particular stretch, but farther south, snook, trout, and

Best I could tell, the license was not required for salt water fishing off
the surf
or any structure connected to land.

Florida Sportsman online has a "forum" section. Here's the link to the
"East Central" region: <a style='text-decoration: underline;' href="http://outdoorsbest.zeroforum.com/zeroforum?id=6" target="_blank">http://outdoorsbest.zeroforum.com/zeroforum?id=6</a>
You'll have to register a username and password, but the guys on there can
give you specifics down to the best beach/jetty you should go to depending

I believe the St. Johns River ends in Central Florida quite a bit north

Between these two lakes, the river is only about twenty yards wide,

The link worked fine and made me jealous.
Wish our boating season was longer up here. Oh well, at least I get to fish
from shore for Rainbow Trout (Steelheads) that run into the rivers in the
fall. They put on some good acrobatics when you tie into them. All catch and
release for me, they taste awful.
