Repost from the Monocacy Canoe Club (MD, USA) message board:

"The MCC Executive Committee has given its support for a new Paddlers’ Access
Network (PAN) that will work to sustain and improve paddler access to streams
in the Potomac Watershed. It will be led initially by Bing Garthright, joined
by Colleen Davies and Ron Ray. The Potomac Watershed PAN is also inviting
participation from other paddling clubs in the Potomac watershed.

Activities will be information-gathering, appeals to the neighborliness of
landowners, improving paddlers’ neighborliness towards landowners, and
soliciting support from other public and private river organizations. Legal
action and threat of legal action are not in the scope of this network. All
participation will be by volunteers, and no funding is anticipated.

You can contribute to the network’s success by notifying it of any problems
with access and by volunteering to help when called on. PAN would also like
your advice or lessons learned about ways to keep our paddlers welcome at the
accesses that we currently use. PAN is already aware of closures at the popular
Cacapon accesses at Edwards Run (aka Cold Spring) and at Largent, and the
Antietam accesses at Keedysville Road and at Harpers Ferry Road. They want to
hear about all other access problems in the Potomac watershed.

Towing another paddler - Please direct me to a site that will give info on towing technique. I have a belt pack tow line that I can clip onto someone that I can tow. Is it necessary for them to be able to release too? Is it only viable to clip onto their bow? We tried it..
