96 Sea Doo XP Rear Cylinder Has Excessive Oil?

You need a new crankcase seal on the crankshaft. Oil is leaking from the
rotary valve oil resivour in the center of the case into that side of the
crankcases. The motor must come completely apart to fix it.

Any pressure test needed to verify?

So I am assuming that the counter-balance side fitting feeds oil to the
rotary valve chamber, the carb side fitting is the return. Does the
un-cumbusted oil drip down to the push rod chamber?

Any chance the oil pump or small brass fitting under the carbs could be
leaking?

Actually, the carb side is the supply. No push rods on 2 strokes.
You can pressure test the motor to verify where the leak is actually
occurring but without the necessary components, you might have a
tough time of it. Best way to get it done without all the fitting you
need is to remove the intake manifold and look around to see where
the oil is coming from. Usually, the inner crank seal fails but I have
seen numerous instances where the RV seal was the culprit.

Except if it were the RV seal, it would be getting oil into both clyinders,
not just the back clyinder. My bet is the crank seal.

It is possible that the check valve in the injector nozzel is stuck but I
doubt it. The volume of oil leaked would be much less.

I see your point but I have seen times when the RV closed off the front
intake port leaving the rear port completely open for the oil to flow to and
once the rear case half filled up to the intake port it would then fill the front
half of the case. Personaly I feel it is most likely the crank as well but I
don't want to give them the wrong idea to have it happen again only to find
out it was the RV shaft seal.

Pressurizing the feed hose and blocking the return hose is not all that
difficult. If it won't hold 6-10 psi for a few minutes, one or more of the
seals are shot.
