I have a 1990 but this is my best guess at what to do. You are lucky if
it did no permanent damage.
The motor is supposed to be started BEFORE hooking up the water. And
the water should be running pretty slow. Refer to the manual. (mine
says use enough water so it is running out the little bypass outlet on
the left front side of the hull, but that takes a little while)

Remove spark plugs and crank engine. Probably best to pour some oil in
the plug holes before cranking it. Any motor oil will do but the 2
cycle oil is probably best. Do this with the spark plugs REMOVED. I'm
not sure about yours, but mine has a little pull handle that is supposed
to pump any water out of the crankcase. If you see it, hold it up and
crank some more. Mine is very close to where to hook up the water
hose. (I've never actually seen any evidence of water being removed
from the crankcase.) I'm not sure about how much the starter can take,
I don't let it crank more than about 15 seconds, then let it cool for 30
seconds to 1 minute or more if it's a lot.
Install DRY spark plugs and attempt to start. If it doesn't start use
some starting fluid/spray. Don't let it run more than about 15 seconds
at a time, leaving it cool off a minute or so then start again.
If it now starts easily every time, have the hose ready with the water
running slow, start the engine, then attach the water hose. Rev it up
now and then. Don't go nuts, it doesn't take much to rev it when it's
out of the water.
Also try pulling up on the knob to pump the crankcase dry again (while
revving it). You *should* be able to run it for some time with the
water hooked up. I've run mine about 10 minutes once. If it was used
in salt water be sure to flush it EXTRA GOOD!
Remember to disconnect the water hose BEFORE stopping the engine!
